Question Time!

Going on from my previous posts, at the moment, I am considering one of the following as a question:
  • 'The Roman Empire had a more effective system of governing than the Republic.' To what extent is this statement accurate?
  • 'The Roman Empire had a more effective system of governing than that of the Roman Kingdom.' Discuss.
  • 'The Kingdom of Rome was governed more effectively than the Roman Republic.' Discuss this statement.
I've chosen the term 'effective' for all three of these questions as I believe it gives me room to discuss different aspects of governing without restricting me to one particular section, such as the military strength of the different systems. All have been worded as a statement that must be debated in the essay, as I personally find this style of question much easier to answer, for it makes you argue with the question rather than simply talk about the topic. Makes it more personal, which in turn gets the brain working more fiercely to fight for your point of view. Keeping this in mind, it would be good to word any question I eventually choose in such a way as to make me argue against the statement; I don't want to seem like I am mindlessly agreeing with the question, even if its the point of view I take.

Really, I just need to decide which two to compare, and, slightly less urgently, which system I believe is the best. Currently going for a comparison of the Roman Empire and the Republic, only because there seems to be more information on these than the Kingdom.
